Choose Busan when a rail-linked city/coast visit fits your plan; choose Jeju when the island itself is a priority and you can support its local travel. The decision is not simply “nature versus city.” Compare how you will reach the actual accommodation and the places you want to visit.

A straightforward Busan version
Choose a base from the arrival and departure: Busan Station, Seomyeon or a beach area. Use one city outing and one coast focus rather than adding several regional day trips. The Busan planning hub connects those decisions.
A car-free Jeju version
Start with a base that has a verified airport and local-bus connection. Jeju’s tourism guide describes airport limousine 600 through Jungmun toward Seogwipo and other airport services. Select one part of the island per day and confirm the exact local stop and return. If a remote attraction depends on an unverified connection, remove it or choose a service whose route and terms you can establish. Do not assume renting a car is possible until the provider confirms the required licence, documents and driver conditions.
Calculate the time the move consumes
Add checkout, travel to the station/airport, waiting and required check-in time, the main journey, baggage collection and the next hotel transfer. Then do the same for the return. Compare the useful hours remaining at the destination rather than counting the flight or train segment alone.
If the move consumes most of the available time, keeping the Seoul base may produce a better first trip. The seven-day plan includes a single-base alternative instead of assuming every week must contain a second city.
Decide using your main interest
- Name the specific place or activity that makes the second destination worthwhile.
- Check how it connects to the actual accommodation.
- Confirm the outward and return transport before committing to non-refundable rooms.
- Keep an alternative for weather-dependent or separately ticketed activities.
